When the network became operational, they were found from 150-something up
to 175 kHz.  During early testing, I seem to recall that they appeared most
anywhere they wanted to.

Wonder why the electric utilities' PLCs weren't just utterly devastated by
that testing, if their arguments against the ham petition hold water...
