That's one bad thing about a message thread that starts as a dual post
across two or more different e-mail reflectors...there's no background
information on the additional reflectors, just a sudden cryptic reference to
something new.  :-)

A trip to the mailbox for the May LOWDOWN would clarify what it is: an
enhanced form of DGPS.  It's so enhanced, in fact, that it's possible to
resolve a location to within 10 cm--about four inches!  The modulation
method is MSK, just like regular DGPS, but they're using higher carrier
frequencies for these experiments because the signal is indeed broader due
to the higher data rates needed to carry the extra information.

This particular station may not be on too long, so it's a good idea to log
and record it now.  The Coast Guard is operating it for the Federal Highway
Administration.
