What good is a TX antenna without propagation?

Who would install a 5ft tall 160m antenna unless the site has some very 
unusual properties (no pun intended)? I was considering two 'typical' 
backyard sites. Turns out 50ft is a good height for most of us. (glad the 
Part 15 regulation is geared to this)
