PSK31 is an excellent mode for low power and will work
below the noise level. The Digital Signal Processing software
and the sound card performs the magic. I think stated levels are
-10 to -20dB below the noise level in which the DSP will continue
to decode a usable signal. On a practical level, you can use a signal
that is just barely readable and carry on a conversation. The software
(DigiPan) is free and there is a group of hams that use low power kits
at around the 2 watt level. The transceiver kits sell for around $100.
