I'm wondering if perhaps that 'micro-chaff' that the
Military is seeding in the upper atmosphere to enhance
radar at lower levels could be increasing the conductivity
of the soil ?!  Kind of makes sense that a certain percent-
age of the reflective (maybe metallic) media might fall to
earth and be integrated into the surface soil...  Hmmm...
