[Lowfer] Hifer NC --Jason

NC seemed to be coming into Maryland fair this midmorning so using Jason
0.94 copied Hifer NC sending what seemed to be a long series of NC NC
NC...Tried both the KK7KA and Native decoder and seemed to be fairly
similiar with maybe the Native decoder doing a bit better today..Signals
faded out completely so only got an hour or so of tests. I recorded a WAV
file to run the comparison tests on the two decoders...
