[Lowfer] Hifer NC copy -PSK31

Had reasonable copy on Hifer NC in PSK31 mode this afternoon here in
Maryland.Got several repeats on his PSK message using WinPSK software.Band
conditions certainly didn't look good-much fading on signals.
