[Lowfer] Mystery signal at 185.298

I believe I've identified the mystery signal. I perhaps an unfair advantage as
I'm pretty close to the source...not to mention I got wind of a possible
clandestine operation earlier this week! See capture below. WA and TAG (with
his new format) also clearly visible.
