[Lowfer] Delay in WA changeover to E/W

All,

WA will change the Slant Test orientation to an East/ West direction at
~12:40am EST tonight. Sorry for my falling asleep on the stick. These 4 hr
nights must have gotten to me. This test will continue until 9:30am Sat
morning when some low power tests will begin.
