[Lowfer] Signal on 186.91

This morning around 3AM est, while looking for RB on
186.920 (unsuccessfully) I noted what appears to be a
QRSS60 signal 10 Hz lower.  Not great copy but I can
seem to make out an O and a D and maybe an I and an E. 
Maybe they are just blurred fragments of RB, but I
thought he was faster than QRSS60 and 10 Hz higher 

Nothing shows up in the lists at that freq.  I think
that my frequency accuracy is +/- .5 Hz.
