Yes, and it is quite annoying... I received at least 10 messages
from him in the three emal boxes I regularly monitor for ham-
related messages...
I don't know if he is trying to have someone writing software
ad-hoc for him... one of my email addresses he used is that
related to weaksignals.com, so he must have seen Argo and Spectran.
If they do not fit his requirements, I can send him a proposal
for a personalized development, but I doubt he will find the price
swallowable....:-)
