I was thinking of an 18-29" diameter form. Maybe this would make a higher Q.

I have a number of old honeycomb coils here, with a wide range of
inductance. They're of the order of 3/4" wide by about 3" OD, depending
on the number of turns. ID is around an inch. Lousy Q (around 100 or
so). On the other hand, a large one might well worked. Someone out
here (Dave Curry?) built such a loading coil several years ago and
worked OK. Seems to me the dimensions were of the order of a foot dia.
