If you are using the AGC mode of ARGO, then this is normal.  As the
signal level is reduced, ARGO cranks up the gain until even the
low-level internal computer noise gets displayed quite nicely.  In fact,
a steady display of this internal noise is a tip-off that either the
receive audio level going to the computer is too low, or you have the
computer's audio line-level gain slider set too low.  If adjusting the
input signal level and/or the gain slider does not eliminate the noise
streaks, you may need a different sound card.  Some of them seem to have
an excessive amount of internal noise.

I found that a step-down winding ratio of about 2:1 worked a better than
using a 1:1 ratio.  I also had to split the radio ground and the
computer ground apart to prevent noise streaks.  Some receivers also
need an isolation transformer beterrn the antenna coax and the input of
the receiver to eliminate power line harmonics.
