I think it will be difficult because of the short distance (253 km).
The MUF is much lower than 13 MHz on this short path due to
steep elevation angle (68 degrees for F hop at current solar
conditions, according to W6ELPROP). Most of your power
transmitted at this angle will probably disappear into space...

Anyway, wonders do happen. I will be happy to give it a try.
Are you transmitting continously? What is your power & antenna?
