[Lowfer] "WE" in QRSS-60 now and freq measurements...

I see that everyone except Wild Bill is transmitting QRSS-60 now. I changed
mine to give it a better chance of reception with the summer static levels
the way they have been so far. I also measured the frequency and compared it
to the reception reports as well and came up with 185.3027kc. I'll have to
figure out how to bring it up to exactly 185.303kc.
