Think of it in terms like this:

The snow is gone, but the 10,000 lakes are still frozen.   No one outside of
Minnesota realizes your thermometers are reading BELOW ZERO.....but of course I
count myself among the folks who left the frozen tundra several years ago after
living in both Ramsey and Hennepin County for a total of thirteen years.   Say
