No, it started before that.  Incentive licensing was supposed to promote 
excellence.  However, this has not been the case.  Bad operators got more 
priveleges and a very big head while many good operators who did not upgrade 
got screwed.  This does not apply to all, but it sure seems to be a problem.  
Take note of the license class when you hear these people and you will see.
