[LogPlus] Canadian islands

I'm not on Canadian policies, but I believe the change was made since
the postal system had replaced PQ with QC. Whatever, it is the only
two-letter designation to have a Q. Also, note that non of the these
province abbreviations are the same as any American two-letter 
designations.
