[LOGic] LOGic locking up

Dennis,
Instead of deleting the line in PDA.INI, SetClockToNISTOnStartup=Yes, like
you suggested, is it possible to just change Yes to No.
Also, is there any consequence to having the system clock set to UTC
considering the SetClockToNISTOnStartup if ones clock is set to also update
using NIST on its own.
