My husband went through this recently and
the problem was a discrepancy between
the date of the QSO and the beginning/ending 
dates of the TQSL certificate. Look closely at all
the dates. You may have to get a new certificate 
or simply correct the date of the QSO. Hope this helps.

I'm getting an error message telling me :

Certificate QSO out of range on line 24.

I fail to see what the error is and my TQSL certificate is still viable.
