[LOGic] New DXCC

Hi--we have gotten a lot of calls on the upcoming new DXCC entities and 
new tables for LOGic.

Things are too up-in-the-air to make changes at this point.  Even the 
political situation looks iffy.

When the changes are made, it will take the ARRL a few days to update 
their DXCC list and assign numbers to the new countries.  Then we can 
update LOGic.

If you hear a new entity before this happens, go ahead and work it and 
log it under the old country.  Then edit the QSO when the necessary info 
becomes available.
