I had a similar problem here awhile back with the time in LOGic.
I corrected it by turning off the "internet Time update that is in Windows
clock". And only run the one in LOGic to update the system clock. You can't
have both running at the same time because it will update the computer's
clock twice.
Also their was an Window update [KB979306]to correct the change in the
"Daylight saving time and time zone laws" check here for more information if
you don't have it installed http://support.microsoft.com/KB/979306
Or if you do maybe that the problem.

I have to admit I have very rarely used mouseovers to determine what time a
spot marked on the map was made. However I have gradually come to the
conclusion that the mouseover time stamps are off in the hours portion on my
machine. Looking at spots from the US this AM for instance, one made at
9:49 AM is shows as 2:49 PM, off by the GMT offset at my location.
Looking at the options section of the map, I saw that the GMT offset was set
at 5, which should be correct at my location.
However just in case of brain decay I changed this to -5, hit ok, and
cleared the spots-the new ones came in the same way-just past 2:49 PM. I
closed the map and reopened it-just in case. I checked the reported offset.
Still -5 from my change. The behavior did not change however-I still have
the PM syndrome.
I doubt that this feature would have been in place for so many years and
working incorrectly. So the problem I am seeing is most likely some sort of
local problem.
Could someone check their map and see if it is working correctly and that
the reported times change when you change the offset from whatever it is at
your place to the negative of that value? Assuming the problem is mine,
could someone suggest what I have set up incorrectly?
