[LOGic] Don't forget to update prefix file

I would dupe the line and put a starting and ending date of the operation (in the prefix table).
The official dates are Oct. 9 thru Oct. 19.
This 1x1 call will be used later this year for a special event operations in 4 land somewhere.
Don't think this call is exclusive to Midway outside of the DXpedition dates.
