[LOGic] two problems

Can't seem to get DX spotting to work (after it's worked for years).  I've
updated the URLs but no go.  I just get into never ending "downloading".
That's problem 1.

Problem 2 is that I get the COUNTY entry from previous Qs.  No correct
county information for current Qs.  What am I doing wrong?
