[LOGic] DXBase closing shop

It is the future of all logging programs. Eventually there are no new 
features to add. Possible end-point scenarios...

1. Abandonment... such as YPlog... a disaster for users...
2. Significant development ceases and an annual support charge is 
instituted... Writelog is an example...
3. Binary put into the public domain... example CT...
4. Source released to the public domain... don't think anyone has done 
this yet...

However, the final chapter hasn't been written at DXBase yet... if 
someone picks up the product end-point 2 might be viable.
