For VE provinces Logic 4 used LAB and NFL for Labrador & Newfoundland

Currently it seems to be using LB and NF which is also incorrect.

There is no such province as Labrador, it is a region in the province of 
"Newfoundland and Labrador" and the correct abbreviation is "NL", not "NF".
