[LOGic] Problem with FR-J

Here's why this is a bad idea:

RW3RN, UA4HOX, RA3AUU will be in the contest as TO3R
RW3RN

This comes from 425 DX news.  Better to add the individual calls to
prefix table.

Hi:
While tracking down a DXCC discrepancy between LOGic and Lotw I
discovered
an error in the "Prefix Table".

When comparing the confirmed lists of countries (LOGic and Lotw) I found
FR-J
was the extra DXCC entity in LOGic and was listed as "Juan de Nova &
Europa Island".

Further checking showed every callsign starting with "TO" was listed as
FR-J.

When I looked at the prefix listed for FR-J I found "FR-J,FR4FA,TO".

I deleted the ",TO" and did a reindex & pack.

Now if you enter any "TO" call in on the "INFO" window it now works
correctly.

Now all I have to do is look up all those TO#* calls are actually
located.
