[LOGic] ARRL Section Not Found

Hmmm, now you got me going. I'm gonna have to go back and check this 
out. I've had this error for a long time, I think. Although a valid 
state abbreviation shows in the field I get the error message. I think 
this was occurring before I installed v8 but I know it is doing it now.
