[LOGic] LOTW is Down

LoTW is still down at 10:57 PM EDT. 

My guess it that they had a glitch with the Daylight Savings Time being 3 weeks earlier
this year and most of the software needs some form of manual intervention to get it right.

To make things more interesting MicroSlop quit supporting the "Millennium Edition" last July 11th.
I was forced to improvise by setting the Windows time zone from Eastern(-5 hrs.) to Atlantic (-4Hrs).
I left the Automatic DST Notification ON, as a reminder to redo things in 3 weeks.

Also my logging software required some messaging (I use both Logic 7 and 8) !!!
LOGic will automatically correct for the EST/DST Changeover so I had to defeat it and manually
set the offset to -4 hours.

I strongly that those of you using other logging software check them out in detail.
The last thing we need is have is a bunch of LoTW submissions falling outside the time window.

I think Dennis will have to address this problem as it's not going to go away !!!
