[LOGic] LoTW User Misc Utility

Hi--

I put an  UPDATE LOTW USER on the FTP site in the UTIL folder.  It 
updates LoTW Received with Requested if the LoTW Received field is 
blank, and the callsign is in the LoTU User membership list.
