[LOGic] Skip radio at startup?

I've been asking for a fix to this for a LONG time... I have 3 Icom radios
hooked up and it takes FOREVER for the damn program to start if 2 are off...
Which is often the case. The wait for the Yaesu FT900 when configured is
much less than the Icoms.

It's much master if the COM port is not available... But it waits... And
waits... And waits for the radio.... One at a time Grrrrrr!
