Dan:

I did a quick check in the prefix table and it has TO associated with FR-J. 
When I enter TO3W I received the same results as you.

In this case I would add TO3W to the FM DXCC prefix.

Go to:

Tools, Setup, Prefix Table

Scroll down to the DXCC prefix FM and then add TO3W to the list of prefix's.
