[LOGic] Montenegro tables update installer

After install, Long shows -19.000, the correct one is 19.000 so all beams
headings are wrong

I made an install program that installs the new prefix table, and updates
the 
existing DXCC list -- it does not wipe out current DXCC totals, so 
tools/update awards progress is no longer necessary.
