[LOGic] UTC Offset for Peter I

Dear Jim:
   You're right! I'm also running LOGic7 and the offset is just as you said: 
4 days behind and 99 hours ahead. Must be on another planet in some parallel 
universe. The question is...why? We might need to ask Dennis about this 
one...
