[LOGic] VU7 lat/lon error. Pse ignore last message

Hi Everyone: 

LOGic has the incorrect lat & lon for VU7. It should be 

lat: 10.8 
lon: 73.7 

You can fix it in tools/setup/PREFIX TABLE
