[LOGic] Global Clear of LOTW Upload Flag

Thanks to all who responded.  To accomplish what I needed, re-upload my 
logs to fix a few missing QSOs,
changing the selection criteria was a slam dunk.  Now my logbook and LOTW 
both agree on the number of Qs.

To those who illuminated the database commands, that was an excellent 
lesson in that art.
