[Logic] Spot log announcement stutters

I have the same problem on a win 2000 Pro box I built back in November, but 
I have only noticed it in the past few months.  I don't think the problem 
was there right after box build, since I paid pretty close attention to how 
it was working then.

I run a DXTelnet and a DX Summit feed to spot log.
