[Logic] LOGic 7 update, QSL manager update

Hi--

On the ActiveX control for Test in Telnet Setup NOT LICENSED 
FOR USE: It is the same one that SET CLOCK TO NIST uses. 
Does this work? 

What version of Windows are you running? If NIST works for you I 
have a workaround.
