[Logic] LOTW error message

There may be a bug in LOTW... We already found a problem with LOTW ADIF
output for the County field...
The <address:32:m> indicates 32 characters follows in multi-line format.
If the 32 is correct then the bug is in LOTW and you should let them
know with a sample of the input causing the error...
