[Logic] Portable Designation Problem

Art I had done that and found that the state field was blank. However after
you just mentioned it I checked it again and it was still blank, but this
time I clicked on the find/search icon next to the state field, the one with
the "...". I made sure "NONE" was selected then clicked on the green check
mark. I then did Award Progress Update again and BINGO they're gone from the
rejects list.
