[Logic] new prefix

Go to tools, setup, prefix table, and open the binocular lookup for FR-J.
In the prefixes window, mouse to the end of the list, insert a comma, and
add the specific callsign (TO4E,TO4WW) you want to be identified as Europa.
No spaces between the commas.
