[Logic] Antarctica being a Continental

Dear Jennifer:

Anarctica is not a continent for WAC 
purposes.  If you really want to add it, go to 
Tools/Setup/List of valid values, and add AN 
to the CONT list.  You can now log AN, but 
you still can't use it in the prefix table.
