[Logic] LoTW expected to be Active by September 15, 2003

Past ARRL Roanoke Division Director John Kanode, N4MM attended the NCDXA 
(National Capitol DX Association) meeting this past Saturday and said that the 
beta testing for LoTW is just about complete and they expect to have LoTW active 
by September 15, 2003.
