[Logic] modified "qsl labels /w address, 3-across" report

Hi,

Ken, N2SQW, brought up on the reflector a few days ago that the "QSL
Labels with Address, 3-across report" often cuts off the top line as
it is too close to the upper edge of each label.  The solution is that
if you do NOT use the QSL_MSG line on the bottom of the label, just
delete it and move the rest of the label design down.
