Well, occasionally activated is more acurate. AH7R, Mike
operted from the "light house" near the small air strip actually
down at the former leper colony a couple years back. He
did not have permission to leave the air strip area, but did
sleep over one night in the abandoned light house, old
control tower! He had to take along his only water, food,
etc.
Then within the last 14 or so months, both WH7QQ, Paul,
and KH6KW, Jamie, operated at the top of the pali above
the leper colony. There is a park up there where an ancient
Hawaiian Hei'au was located. It is at the head of the mule
train trail ride down to the former colony peninsula. Anyway,
no permission from anyone is needed to operate from up
there, and it is part of Kalawao county. Note that there is
some question as to whether the "official" State of Hawaii
actually recognizes the existence of Kalawao County today,
instead considers the area as now part of Mau'i County. Which
brings us to the next question asked:

They have always been, officially, part of Mau'i County. Why?
Because there is no economic foundation, nor sufficient
population to support the necessary tax base to fund county
government/services. Moloka'i has fewer than 7000 residents,
and a very high percentage of them are on welfare, as there
are essentially no jobs on Moloka'i; just small stores, one single
service station and a few "motel" and B&B type places for
the very few tourists who visit there. Lana'i has only a few
hundred permanent residents; the only businesses are two
resort hotels. The pineapple plantation is essentialy closed.
Your best chance to get a QSO from the County Hunter's
county of Kalawao is to talk Paul and Jamie into going
up there again for a Saturday "expedition", as they have
done at least once before. Said they had a pretty good
time and did make several contacts. Gives them some
thing else to do, living on a very "quiet" island, hi.
