[Logic] Telnet Settings Logic 5.1.7

I have two questions, which deal with the set-up of the Telnet screen. 1.) Is there a toggle for a bell announcement when a spot arrives? If so, what are the steps for turning that sound on? 2.) I have attempted several times to connect to our local DX cluster. I have had routine success doing so in Telnet sessions outside of Logic 5.1. I can connect using other server addresses but not the following. Any ideas why I can’t connect?

198.109.212.235 works good inside Logic.
209.147.70.241  works good inside Logic.
68.85.192.213 41414  works good on Telnet sessions outside Logic 5.1.7 but not inside Logic. Any thoughts why?
