[Logic] Prefix Table

When George K3GV replied to my first message regarding Logic's Preface
table, he got me thinking and so I went to the ARRL site to see the latest
DXCC list (February 2002).

>From what I can see, the Prefix Table seems to be mostly correct for Russian
callsigns but after a certain date.

  When the USSR broke up around 1992, the prefixes seem to have all changed
and so for example a UB station is now a Eurupean Russia station.  Before
the break up it was Ukraine.  It seems that Russia has taken over all the
prefixes of the former USSR republics that have started using there own
prefixes after the break up.

So I think that the prefixes are good for post 1992 QSOs but not for pre
1992 QSOs.  I suggest checking and if neccessary manually amending the DXCC
entity of pre 1992 USSR QSOs.
