[Logic] What is a Oblast and I thought all Logic Prefix Table are OK?

Oblast?  Good question Jennifer.  Pun intended but a blast from the past.

Oblasts were and maybe still are Russian states or districts - not for 
other countries that I've seen.  I found a website at 
http://home.online.no/~janalme/htmlrules/additionals/oblasts.html that 
shows there were 92 in 1997 which was after the breakup of the USSR but on 
another site for the Ukraine, they had lots of Oblasts too.  I haven't seen 
them for years but don't chase Russian contacts like I once did.

That site above shows "CALL" which looks like radio prefixes although some 
don't fit.

Hopefully others more knowledgeable can enlighten us all.
