I will pass on what I know about this as I am working thru an intermediary
so this message is more of a inquiry of who would like if it comes to be.
In the mean time if you would like to see what balloons are being launched
there is a website you can look at and see if one will be in the area.

Most balloons now have APRS and tracking programs can show you where they
are going. You can also look up the balloon's call sign on find you and it
will usually display if it is in an area to be forwarded to the internet.
Other items are beacons, Amateur Television and cross band or simplex
repeaters that could also be on the flight. A balloon at 100,000 feet has a
ground coverage of 400 miles so balloons launched in Central Kansas and
Nebraska can be seen here in Macomb.
