[LeArc] Balloon information

Balloon package has been recovered.  Location 2.5 miles north northwest of
Blandisville.  It was located in a corn field aproxmately 375 feet in.  The
package was tracked using a 2 meter radio tuned to 141.650 with main carrier
at 28.322 running 2mw.  Battery was a 9 Volt Lithium and it had been running
the beacon since 8 AM Saturday morning December 2. Battery voltage was down
to 5.63 volts.
